The mission of the Frankfort Police Department is to provide law enforcement and crime prevention services in partnership with the citizens which creates and maintains a sense of security and improves the overall quality of life in the community. To carry out this mission, the Frankfort Police Department has adopted a community based approach to policing. It is the organizational strategy that is based on the belief that both the police and the community must work together to identify, prioritize, and solve contemporary problems such as crime, drugs, and the fear of crime. As the Frankfort Police Department carries out its mission, we have identified guiding values and broad goals for our members. These values reflect some of the major expectations for the Department as we deliver the best possible services to the citizens of our community. The Frankfort Police Department is led by Chief Walter M. Wilhoite. Chief Wilhoite is a native of Frankfort and has spent his entire career with this Department. He began his law enforcement career in 1981 and assumed the top spot in January 2005,succeeding long-term Chief Ted W. Evens. The Department is organized in two divisions, Operations, commanded by Major Fred A. Deaton, and Support Services, commanded by Major James S. Clark. The Operations Division is organized into three patrol shifts, two of which are eight-hour shifts and one that is a ten-hour shift that overlaps the other two. Each shift is commanded by a captain and supervised by a lieutenant and sergeant. Forty-eight officers, including the Community Relations officer and three DARE officers, are assigned to the division. Two part-time employees assigned to the division perform the parking enforcement function. The Support Services Division includes the Criminal Investigations Section which is commanded by a captain and supervised by a sergeant. The section consists of four case investigators, two narcotics investigators, and a domestic violence and child abuse specialist. Also included in the division is a sergeant that serves as the property and evidence custodian, three clerical personnel, the animal control service, and three part-time school crossing guards. All sworn personnel are certified under Kentucky's Peace Officer Professional Standards (POPS) program which is under the direction of the Kentucky Law Enforcement Council (KLEC). Following graduation from the Kentucky Department of Criminal Justice Training's 18-week (720 hour) basic training course, officers are required to successfully complete the Frankfort Police Department's 12-week field training program before receiving a patrol assignment . Every sworn officer in the Department is required to complete annually a minimum of 40 hours additional KLEC-certified training. The Department provides additional training in the use of firearms and less-lethal weapons such as expandable batons and pepper spray. Officers must qualify with their firearms annually, with additional training provided for high-risk and low-light weapons use. The Department operates its own 12 point range, which is equipped with a classroom, storage building, and shoot house.
